German Technical Cooperation (GTZ) Capacity Development Training Programs for Partners of GTZ supported thru’ GTZ- REPSI/NRP Project Introduction The “Rehabilitation of Economic, Physical and Social Infrastructure” Project (REPSI) and the “Northern Rehabilitation Project” (NRP) are supported by the German Federal Ministry for Economic Cooperation and Development (BMZ). Both projects are implemented commonly by the Ministry of Nation Building and Development of the Government of Sri Lanka and the German Technical Cooperation (GTZ). REPSI/NRP provides assistance to communities, to government counterparts as well as to organisations that represent the population. Within the Sri Lankan administrative structure, the cooperation includes the District Secretaries, the Divisional Secretaries, Grama Sevekas and Samurdhi Officers working in line with the central government. Apart from the central government structures, REPSI/NRP cooperates with the decentralized structures represented by the North Eastern Provincial Council (NEPC), the Commissioner for Local Government (CLG) und Pradeshiya Sabhas and Urban Councils accordingly. The partners are assisted in the planning, implementation and monitoring of their post-conflict and post-Tsunami rehabilitation process ensuring that the participation of all groups in the population is guaranteed. Our support shall enhance the self help capacities and create the base for a sustainable development.
This is achieved by increasing the capacities of the communities and their administration, by developing ownership of the partners and by equipping them with the necessary tools for a future sustainable development. The population is encouraged to identify and communicate their own development goals. The capacity development training program detailed below will be confined to the Districts of Vavunia, Ampara and Batticoloa. REPSI/NRP Partners

The selection of participants and making arrangements for their training should be done in consultation with the Divisional Secretaries. In the training content the different categories of risk and their adjudication were included with, as far as possible, examples drawn from local situations. Prior to the training program, guidelines were offered. While the training program is ongoing it was monitored and progress continuously evaluated.
