Performance Measurement and Benchmarking Program

What is the project about?

The Clean Industry Development Project (CLIND) is a one-year program sponsored by the Ministry of Enterprise Development, Industrial Policy and Investment Promotion and funded by the Asian Development Bank. The project is being implemented jointly by International Resources Group (IRG) Ltd. of USA and Small & Medium Enterprise Developers (SMED) of Sri Lanka.

The objectives of the CLIND project are to develop the strategy, action plan and public policies needed by Sri Lanka to achieve cleaner production and the increased production efficiency, international competitiveness and sustainable development that cleaner production makes possible. Modernizing Sri Lanka’s industrial sector through the CP pathway will require efforts on many fronts by public and private organizations. One approach through which industrial enterprises can accelerate progress towards CP is through continual comparative benchmarking and performance measurement.

Benchmarking is a continuous performance improvement system through comparisons of services, processes and organizational performance between a number of organizations. Benchmarking can be applied as a business management system that is designed to improve the competitive position of all enterprises, irrespective of their sector or size or market orientation

The benchmarking activities are as follows:

  • Meetings and discussions will be held to design and determining the sector and industrial focus, sample size and the institutional location for the benchmarking
  • Identification of performance metrics and development of data collection strategy, overall and for individual industry sectors
  • System customization, including selection of specific performance measures for each participating organization or sector;
  • Training of staff of organizations and firms in the collection and analysis of data;
  • Collection of data in individual firms;
  • Aggregation and analysis of data;
  • Feedback of analysis results to participating firms;
  • Measurement and analysis of results and discussions with project participants; and
  • Preparation of benchmarking reports
